# Card issuing

## What it is meant to be

Card issuing is the outgoing direction taken one step further than a
[card payout](/products/ramps/payouts): instead of pushing money to a card a user
already holds, the user is issued a card of their own and spends directly from a
stablecoin balance.

## What is still open

* Which card scheme and issuing partner, and therefore which countries are open.
* Whether cards are virtual only, or physical as well.
* How the balance is funded and held, and who is the account holder of record.
* The identity requirements, which are stricter for issuing than for a one-off
  card payment.
